Trauma Recovery Program information for hospitals

DVA contracts public and private hospitals throughout Australia to provide evidence-based Trauma Recovery Programs (TRPs) for current serving members and veterans. These programs focus on helping veterans living with Posttraumatic Stress Disorder (PTSD) by supporting psychological growth and recovery.

Who is eligible?

DVA funds TRPs for entitled persons who:

  • hold a current Veteran Gold Card or White Card; and
  • have a clinical diagnosis of PTSD.

An entitled person includes:

  • veterans;
  • ex-serving Australian Defence Force (ADF) personnel; and
  • current serving ADF personnel if their treatment is paid for by DVA.

The Implementation Manual provides information to assist in delivering TRPs. It has two sections:

  • Section 1: DVA’s minimum requirements for the delivery of the TRPs and how to meet these requirements.
  • Section 2: Best-practice guidance for TRPs.

DVA’s minimum requirements for the delivery of TRPs

The minimum requirements for hospitals delivering TRPs include:

  • Accreditation against the National Safety Quality Health Services Standards (NSQHS)
  • Provide evidence-based treatment for PTSD
  • Veterans must have a clinical diagnosis of PTSD in order to enter the TRP
  • Delivery by a clinical workforce that has completed clinical training in evidence-based treatments and meets DVA requirements to provide mental health services
  • Submission of an annual program report to DVA

DVA also evaluates the clinical effectiveness of the TRPs by collecting clinical data from consenting participants to:

  • Describe the population characteristics of participants entering the programs; and
  • To measure change across time of an individual’s clinical, social and functional profile that the program is targeting.

This data is collected by an independent research organisation- Phoenix Australia- Centre for Posttraumatic Mental Health. The data collection process is outlined in the Implementation Manual for PTSD Trauma Recovery Programs' (DOCX 126 KB).

Phoenix Australia provides each active contracted hospital with an annual Outcome Report. Hospitals can use these reports to review the de-identified data for their programs and for quality assurance and continuous improvement purposes.

How does the veteran enter a TRP?

A mental health practitioner such as a Psychiatrist or GP can refer veterans to the TRP if it is clinically appropriate. The hospital will then assess the DVA client's suitability for the program and allocate them to a treatment group.

How are TRP treatments funded?

TRPs are funded by DVA through the Hospital Services Agreement that is in place with each TRP hospital.
