DVA provides a wide range of health services for veterans, war widow(er)s, and dependants entitled to clinically required treatment for their accepted health conditions under the:

DVA funds a range of health services that are clinically required to treat your particular health conditions.
General medical services are usually delivered via your General practitioner (GP).
However, your GP, treating hospital doctor, or hospital discharge planner may also refer you to a qualified specialist practitioner for specialist medical treatment of your accepted conditions including:
Veteran Health Checks
The Annual Veteran Health Check is available for those who transitioned from 1 July 2019. All those who have served in the ADF can access a One-Off Veteran Health Check any time after transition. Find out more about Veteran Health Checks.
The Repatriation Pharmaceutical Benefits Scheme (RPBS) provides eligible veterans, war widow(er)s, and their dependants access to a wide range of pharmaceuticals and dressings at a concessional rate. The RPBS also includes access to all items listed in the Schedule of Pharmaceutical Benefits available to the general community.
If you are a Veteran Gold Card or Veteran White Card holder living at home, you may also be eligible for a referral for health services such as community nursing and respite care delivered through the Veterans’ Home Care (VHC) program. You may also be entitled to assistance through the Rehabilitation Appliances Program (RAP) to help you maintain functional independence in your home.
The Coordinated Veterans’ Care (CVC) Program is available to Veteran Gold Card holders who are living at home and are at risk of being admitted to hospital due to congestive heart failure, coronary artery disease, pneumonia, chronic obstructive pulmonary disease, diabetes or as a result of other complex care needs.
It is important to note that restrictions may apply to some services. You can find more about the DVA funded health services available to you and their associated restrictions.
DVA does not fund alternative therapies which include:
- acupuncture and acupressure*
- art therapy
- equine therapy
- hypnotherapy and hypnosis
- massage or therapeutic touch*
- music therapy
- reflexology and relation therapy
- tai chi
*Note: Massage services may be funded when provided by a Medicare Australia registered physiotherapist, chiropractor or osteopath as part of a treatment plan (upon referral by a GP). Acupuncture can only be funded when delivered by a GP registered with Medicare Australia to deliver that service.
DVA pays for treatment for certain mental and physical health conditions without the need for the conditions to be accepted as related to service. This is known as Non-Liability Health Care.
Non-Liability Health Care (NLHC) allows former and current ADF personnel, depending on their eligibility, to receive treatment for the following conditions:
There is no need to establish that these conditions were caused by your service. However, the specific conditions for which you may be eligible to receive treatment depends on the period in which you served or, in some cases, the nature of your service (e.g service on operational deployments).
Anyone with service in the permanent ADF is eligible for the treatment of mental health conditions, regardless of when they served, for how long, or the nature of their service.
Reservists with any period of CFTS are also eligible for NLHC mental health treatment.
Reservists without CFTS may still be eligible for mental health treatment under NLHC, provided they rendered Reserve Service Days with any of the following:
- Disaster Relief Service (for example, Operation Vic Fire Assist)
- Border Protection Service (for example, Operation RESOLUTE)
- involvement in a serious service-related training accident
Making an application
For cancer (malignant neoplasm) or pulmonary tuberculosis, you need to fill out an application form D9215 and return it to DVA. You may need to provide proof of identity, and your service records will be examined. A diagnosis by your treating medical professional is also required as part of the application process.
For mental health conditions, you may fill out application form D9213. Alternatively, you can email NLHC [at] dva.gov.au, or telephone DVA to apply. You may need to provide proof of identity and service.
If you have received a DVA Health Card – Specific Conditions (White Card) after transitioning from the ADF, without having made a claim, you are eligible to receive NLHC mental health treatment immediately. There is no need to apply for NLHC mental health treatment if you have received a White Card for this reason. Contact DVA if you have any questions about your treatment eligibilities.
Online Non-Liability Health Care Training
DVA’s NLHC Online elearning course has been designed to provide DVA staff, ESO representatives and clients with information about NLHC eligibility, the conditions covered and how to apply for NLHC or assist others to do so. The course is designed to be completed in around 30 minutes and contains eight modules you can complete at your own pace.
To access the course you will need to be registered with DVAtrain, DVA's unique learning management system. To do this, go to Online Learning Registration and follow the instructions.
Alternatively, if you are already registered with DVAtrain, you can go directly to DVAtrain logon. You will need your DVAtrain username and password ready.
Application Forms for NLHC
You can access comprehensive information about a range of health issues through the Veterans' MATES program. This program was designed to help you and your treating general practitioner and pharmacists to manage common medical conditions.
Information is also available to other health professionals, for example directors of care at residential aged care facilities. The Veterans’ MATES program aims to improve the health care of veterans and war widow(er)s' through quality use of medicines and better use of health services.
