Factsheet HSV136 - The Veterans’ Supplement in Home Care

Purpose

This Factsheet provides information on how to access the Veterans’ Supplement in Home Care (Supplement).

What is the Veterans’ Supplement in Home Care?

The Supplement provides additional funding to Home Care Package providers in recognition of the additional costs that may be required to deliver appropriate care to veterans with accepted, service related mental health conditions. The Supplement is paid directly to the Home Care Package provider on a veteran’s behalf.

Who is eligible?

Any veteran in a Commonwealth-subsidised Home Care Package who has a mental health condition accepted by the Department of Veterans’ Affairs (DVA) as related to their service is eligible. Payment may only occur if a veteran or their nominated representative(s) have consented to certain information being disclosed to the Department of Human Services (DHS) and their Home Care Package provider.

There is no need for veterans to apply or undergo an assessment for the Supplement to be paid to Home Care Package providers. War widow/ers and dependants are not eligible to receive this supplement.

Am I obligated to provide my consent?

No. The Supplement will only be paid to your provider if you consent to the release of certain information to DHS which allows them to pay your Home Care Package provider. This information confirms your DVA status meets the requirements for the payment and also includes your name and file number.

No details of your accepted mental health condition, or any further information is shared with DHS or your Home Care Package provider.

How much is the Veterans’ Supplement in Home Care?

The Supplement is ten per cent of the basic subsidy amount of the relevant level of Home Care Package. The payment is made by DHS directly to the Home Care Package provider and will be ongoing for the period of your care.

Will the Veterans’ Supplement impact my care fees?

Home Care Packages are income tested and include a client component of the care fees paid for the provision of these services.  Under these arrangements, the Supplement may form a part of a veteran’s income tested care fees, depending on their level of income, if the veteran entered into a Home Care Package from 1 July 2014.
