The eview recommended important changes to help standardise ESO advocacy and welfare services and improve transparency and accountability in the way funds are distributed to the ex-service organisations that support Australia’s veteran and defence communities.
The Review covered the Building Excellence in Support and Training Program (BEST), Training Information Program (TIP), and the Veteran and Community Grants (V&C) program.

As part of the Review, the department consulted with Ex-service Organisations and other stakeholders at state capitals and regional centres across Australia during October and November 2009.
More than 130 submissions were received.
So that all contributors to the Review were able to comment on the issues arising from the consultation phase, a summary of the emerging themes was made available for comment before the Review commenced its final stage.
