CCPS Team (Primary Claims) | Benefits and Review Team | Military Compensation and Rehabilitation services

CCPS Team

The CCPS team, so named because of the Compensation Claims Processing System (CCPS) used nationally across the Department, is responsible for the processing of primary claims for pension and treatment of disabilities.

It comprises of:

  • a Team Leader
  • independent Claims Assessors (responsible for a discrete caseload)
  • Support Staff

Primary claims include claims for the initial acceptance of disabilities, claims for an increase in existing pensions and claims for War Widow(er)s’ pensions.

For a claim to be successful, the Repatriation Commission must be satisfied that there is a connection between the claimed condition and the service rendered by the veteran or member of the armed forces. Once this causal connection is established, the amount of pension is based on the degree of incapacity the accepted disabilities cause the veteran. Similarly, claims for war widow(er)s’ pensions can only be successful if there is a causal connection between the death of the veteran (or member of the forces) and his/her service.

The Veterans' Entitlements Act 1986 also provides for special disability adjustments to be paid to veterans with particular disabilities caused by service e.g. amputations, blindness etc. These are also determined at the primary level.

Benefits and Review Team (BaR)

This team manages a variety of functions flowing from decisions made at the primary level.

Firstly, it provides administrative support in the appeal process.  A Review Officer, independent of the CCPS team, provides an internal review of primary level decisions which have been appealed to the Veterans’ Review Board (VRB).  If he/she is unable to vary the primary decision, designated report writers prepare case notes for submission to the VRB with copies to the veteran or his/her nominated advocate.

Secondly, the team provides a secretariat for the Veterans’ Children Education Scheme (VCES).  The VCES provides support services and financial assistance to the children of certain veterans to enable their best performance at school and tertiary levels of education.

Thirdly, the team processes claims for miscellaneous benefits, namely:

  • Loss of earnings allowance
  • Temporary incapacity allowance
  • Recreation transport allowance
  • Vehicle assistance scheme
  • Attendant allowance
  • Clothing allowance

Military Compensation and Rehabilitation Service (MCRS)

There are two MCRS teams located in Adelaide and Darwin. The teams comprise of Rehabilitation Coordinators and Claims Managers.

MCRS administers the Safety Rehabilitation and Compensation Act 1988 (SRCA) for all members and former members of the Australian Defence Force (ADF), Reserves, Cadets and Cadet Instructors. The SRCA is the Commonwealth's workers' compensation legislation which applies to all members of the Commonwealth.

A member of the ADF is covered by the SRCA if they are injured, develop a disease or illness, or die as a consequence of ADF service. The SRCA provides a range of compensation benefits together with comprehensive assistance with rehabilitation and return to work programs.

MCRS also provide a transition management service (TMS) to help current full-time serving members of the Australian Defence Force (ADF) who are being discharged on medical grounds. TMS aims to ensure that members make an easy and successful transition from military to civilian life by ensuring that they have access to the full range of information and services that are available to assist in such cases.
