Reader’s guide

This annual report volume includes separate reports for the Repatriation Commission, the Military Rehabilitation and Compensation Commission (MRCC) and the Department of Veterans’ Affairs, which provides administrative and operational support for the commissions.

The reports have been prepared in accordance with the Requirements for Annual Reports for Departments, Executive Agencies and Financial Management and Accountability Act 7997(FMA Act) bodies as approved by the Joint Committee of Public Accounts and Audit on 28 June 2012.The report volume is divided into sections as set out below.

The terms DVA and the Department appear interchangeably throughout the DVA report and do not specifically refer to the Department as a unique entity within the Veterans’ Affairs portfolio. For the purpose of this report the terms mean the same thing.

The 2012-13 DVA Annual Report is shorter than in previous years, due to the removal of extraneous information. The removed information either did not add context to the reporting, appeared multiple times within the report, or is available on the DVA website.

Overview of the portfolio

This section includes a review by the Secretary of a selection of the past year’s major achievements and the year ahead; a statistical snapshot of the veteran community showing the movement in the number of clients forming our treatment population; and supplementary contextual information.

Annual reports of the two Commissions

The Repatriation Commission and the MRCC reports describe how each Commission interrelates with DVA, its membership and the main activities each has undertaken during the year. There ports do not include performance reporting, which is covered by the DVA report.

Department of Veterans’ Affairs Annual Report

The DVA report is sub divided into sections on performance reporting, management and accountability, financial statements for DVA and Defence Service Homes Insurance Scheme (DSHIS), and a series of appendixes. These subdivisions are listed in the table of contents.

Trend information is shown in each program for the past five years where available. In some instances where data requires a complex table for display, only data for the current year or the past two financial years is provided.

Performance reporting covers the 2012-13 financial year unless specified otherwise. However, in some cases accurate data does not become available until later in the calendar year so the data provided in this report must remain an estimate at the time of reporting. Accurate figures will be provided in the next annual report when this is the case.

Two sets of financial statements and reports by the Australian National Audit Office (ANAO) are included, one for DVA and the other for DSHIS.

The appendixes contain information supplementary to the main report, a list of figures, tables and features that appear throughout the text, and a list of corrections to the previous annual report.
